Cliff H.J. McDowell is an award-winning filmmaker, producer, and studio executive with more than two decades of experience in animation, television, and feature film production. After serving 7 years in the armed forces and building successful ventures in corporate finance, manufacturing, licensing, and retail, McDowell transitioned into the entertainment industry where he quickly established himself as a leader of family and children's programming.

He began his production career at a Toronto television studio producing more than 250 television programs annually, and later developed and produced a slate of animated series totaling hundreds of 2D and 3D episodes. Several of his productions ranked among the Top 3 most-watched children's television programs in the United States, with multiple projects receiving the Dove Foundation's 5/5 "Family Approved" rating.

McDowell is the Founder and President of P23 Entertainment, a production company focused on high-quality family and faith-driven film and television content.

Most recently, McDowell served as Chief Operating Officer of Tippett Studio, the Academy Award-winning visual effects company founded by legendary filmmaker Phil Tippett. In this role he oversaw North American production operations supporting major global franchises, including Star Wars: Skeleton Crew, Marvel's Secret Invasion, Ironheart, and the upcoming feature film The Mandalorian & Grogu. With extensive experience in film finance, tax incentives, and international co-productions, McDowell combines creative leadership with production expertise to develop large-scale family entertainment properties, including the next generation of the Bibleman franchise.
